You're trying to paint that as two independent changes. These decisions were made by the town of Arlington, not by the state/fed/MPO or whatever. The cost for the changes - $0. They're doing a full depth reconstruction of the road rather than a simple resurfacing job, which includes new curbs and widening some sidewalks. The bike lanes have little to no impact on the cost. And even when neighbors want pedestrian crossing signals somewhere, they can't just be added willy nilly. There are engineering warrants that must be met in order to put them in a certain location. For example the $7M Mass Ave project in Arlington. Residents wanted 1 mile of road repaved, improved street lighting, sidewalk fixes, and some pedestrian crossing signals.
