Is there any indication that transportation authorities are receptive to developing the solution themselves? Seems like an opportunity for a start up only the big beneficiary is the mass transit manager and the larger society so it's hard to see the business model. I have a car that I leave part at work 80% of the time. I bicycle between home and work but I need a car to go out to job sites from my office. My car is sitting near my office during prime commuting hours morning and night. Say you have "ZipCar Residential" and you pay say $200-300/mo (less than a car payment) and you get a car evenings & weekends. When you take it to the CR lot, you park in a ZipCar spot and a reverse commuter who is a "ZipCar Commuter" picks it up and drives to their office. They pay less than a monthly car fee but more than a ZipCar daily fee. <br /><br />This way the car is relatively utilized, and each person gets what they need but without the hassle of full time car ownership.
