Since the biggest cost in bus operations is the driver, that lets them cover more miles with fewer driver-hours, so they look more cost efficient. Of course, that's easy to do when you don't have much traffic to deal with. The same exact bus, with the same exact driver, could cost $6 per mile or $30 per mile, depending on whether it's plodding along in 7 mph surface traffic or flying along a highway for most of its route.
